Chamber said to ‘chamber’ kafil ‘obit’ bill Merchants express concern
KUWAIT CITY, June 21: A source close to the Minister of Social Affairs and Labor, Dr Mohammed Al-Afasi, informed the Arab Times on Tuesday that a bill on the establishment of a public authority for foreign workers that will cancel the sponsorship (kafil) system has not yet reached the legislative authority.
The source said the minister has hinted he is receiving pressure from leading business owners in the country to postpone the establishment of the authority and that the Chamber of Commerce and Ministry of Interior are still considering the bill, but are skeptical on its mechanisms.
The source said that leading merchants believe that canceling the sponsorship system may harm the country’s businesses and there are security concerns by the MoI, adding that the ministry is still working on the proponents of the authority’s draft bill.
On May 30, Al-Afasi had said that the Ministry of Social Affairs and Labor will soon finalize the draft bill on the establishment of a public authority for expatriate workers to pave the way for its submission to the National Assembly for approval the following week. Al-Afasi had also confirmed the Civil Service Commission Board has removed the biggest obstacle to the formation of the authority, in addition to the approval of its organizational structure.
