GMRP ‘proposal’ on Kuwaiti govt employees to be forwarded to CSC Compulsory retirement directors protest decision

KUWAIT CITY, July 6: The Govern-ment Restructuring Manpower Program (GMRP) intends to forward a proposal to the Civil Service Commission (CSC) on allowing Kuwaiti public sector employees to join private companies through secondment, reports Al-Jarida daily quoting sources.
Sources explained the proposal aims to encourage the Kuwaiti youth to work in the private sector and put up their own business through agencies which provide financial and other forms of assistance. Sources said the employees will be allowed to return to their original post at the end of the agreed secondment period.
Sources disclosed the government will stop paying allowances to seconded public sector employees, who join the private sector, while the GMRP will be responsible only for the payment of allowances. Sources believe the Kuwaiti youths, who are still hesitant to join the private sector even if they are qualified, will welcome the proposal.
In another development, Al-Qabas daily has reported that the GMRP will soon implement a governmental decision to exclude some students enrolled in the educational institutes or training programs offered by the Public Authority for Applied Education and Training (PAAET) from the social allowance granted by the program.
According to ministerial decision number 572/2009, the students who reached 25 years old and have spent three years in non-government agencies as of Aug 2, 2009 are not entitled to the allowance.

KUWAIT CITY: A number of directors at the Kuwait Municipality has voiced objection to the decision of Public Works Minister and State Minister for Municipality Affairs Fadhel Safar on their compulsory retirement, reports Al-Seyassah daily.
Abdullah Al-Numas, one of the directors, said they were surprised by the decision and they will take the necessary legal action to stop its implementation because they have not yet reached retirement age. He pointed out the directors affected by the decision carry out their tasks efficiently, so they should not be forced to resign as this implies they are lagging behind in their work.
Another director, Modhi Al-Harbi, considers the decision abusive and unjust. He vowed to resort to legal channels to prove that the decision is erroneous. He said the decision should be applied to those who have been in service for more than 40 years.
