I am trying to find out if transfer of Visa 20 to Visa 18 is still not allowed in Kuwait?

Answer: The transfer of Visa 20 (domestics) to Visa 18 (work permit) is still ‘restricted’ in Kuwait.
If you came to the country on an Article 20 visa then you can’t transfer to an Article 18 visa except to a business owned by your current sponsor.
This means that it is only possible if your sponsor is involved in some business which allows him to get work permits, then you can transfer to this business.
You can’t transfer to any other sponsor. For that you have to get a work permit, leave the country and come back on the new document.
