MoH spends over KD 1,500 mln from budget for medical services MPs suggest law for patients rights

KUWAIT CITY, May 28: The Secretary of the Undersecretaries Council Waleed Al-Falah has revealed that there are more than 45,000 employees at Ministry of Health, reports Al-Nahar daily.
He disclosed that the financial budget exceeded KD 1500 million, clarifying that this budget is for the medical services provided to the patients in Kuwait.
He insisted that in some countries, a relationship between the doctor and patient is given importance whereby the doctor is strictly instructed on how to deal with patients.
Meanwhile, he said the Law for Patients’ Rights and Informed Consent was first established in Lebanon in 2004, making it one of the leading countries in the field of health in the Arab region. A similar law called the Law of the Patients’ Rights and Quality of Health System was established in France in 2002.
He added that he was glad when he read in a local newspaper last month that a group of MPs including Jama’an Al-Harbash, Faisal Al-Mislim and Waleed Al-Tabtabaei suggested establishing a law that would protect the rights of patients in Kuwait.
He explained that the suggested law specified that the patient has the right to obtain full medical care depending on his medical case and that he should be fully aware of his situation and should be given all information related to his medical condition.
He revealed that he hoped the suggestion would soon see light so that Kuwait will be among the leading countries that issued similar laws in this field.
He pointed out that the law ‘Health Service Act’ of Kuwait specifies what kind of health services should be provided in the public and private sectors, who has the right to benefit from them and if it would be charged or not, adding that according to him, this law would give the country an opportunity to build a strong base for the health services system.
