Interior plans to increase fees to solve traffic jams New license will be issued for KD 500

KUWAIT CITY, June 5: In the bid to solve traffic congestion in the country, Ministry of Interior has considered the need to increase fees for issuing and renewing driving license. New license will be issued for KD 500 instead of KD 10 and renewed at the cost of KD 50 for non-Kuwaitis, except for domestic drivers, reports Al-Watan Arabic daily.

The daily quoting sources stressed that ownership permit for new vehicles will cost KD 300 instead of KD 10 and renewed for KD 100, as against KD 10 for first car. Sources said charges will increase at an average of KD 100 each for ownership of another car, and noted that government is also planning to introduce toll for plying some highways in certain areas of Kuwait City to ensure safe use.

In response to some questions by MP Dr Ali Al-Omair regarding the efforts to reduce traffic logjams in the country, the ministry said a plan is afloat to privatize the technical examination and improve on the present system of traffic light operation.

The ministry is also planning to approve the proposed land transport authority and execute the third structural plan of Kuwait. The plan includes proposal to build road networks and new cities within a certain period, and the need to amend some aspects of traffic law. This will see to increase in the penalties for traffic violations such as excessive speeding, traffic light violation, stunting, reckless driving, insurance for new drivers and those who cause major accidents.

Points system and discriminationsydney lepton | 9/3/2012 4:56:36 PM A points system will not work for the same reason that the proposed fee increase is wrong. It will not apply to Kuwaitis. Their police cousins will not enforce the law on them, wasta will be used to erase misdemeanours from the system database, fines will be a tiny percentage of the ones imposed on expats. For any system to work it must apply to ALL. If Kuwait expects its lifeblood (the expats who do all the work) to survive without a car then it must have a modern, high quality, efficient and extensive public transport system in place to enable the public to get to work, deliver children, visit the doctor, socialise, do the weekly shop etc. Lets not forget that even a short 300 metre walk is near impossible in the climate Kuwait enjoys. Would everyone have to get a taxi for every single one of these journeys? It seems that every "new idea" to come from the Kuwaiti ministries is designed to pile further hardship upon the expats and spoonfeed the kuwaitis further. Take the pay increases given to Kuwaitis, coupled with paying off their debts and handing them 1000KD and the subsequent hike in prices for all goods and service (except petrol). I'm struggling to find a better definition of discrimination (which is illegal in every country I can think of). In fact there is a more fitting word for it, but I dare not speak it.
Agree with Fred JonesSuperman | 6/7/2012 8:02:22 AM i strongly agree with what Fred Jones as proposed...Its a good thought to look upon.. I hope Kuwaiti authorities are reading this.. The Black Points system should be introduced in Kuwait...and the traffic will automatically be in control...but hey Fred children below 15 years of age are driving here in Kuwait, would they follow this?? :) i dont think so...but its a good proposal after all.. and please dont ask for Air Conditioned bus stops this may directly or indirectly put the burden on expats, we may be asked to contribute in some way or the other...No doubt Kuwaiti Government is doing alotttt to help expats and providing us shelter here for so many years......but again i say the rules should be equal for all Kuwaitis and Non Kuwaitis....
Not Fair At AllSuperman | 6/7/2012 7:56:52 AM This is irrational, if the ministry is proposing a hike in fee then it should not only be limited to expatriates, it should be for Kuwaitis as well. Because it is a known fact that Kuwaitis are involved in a large number of accidents. Also small children to age 15 or less are driving cars on the roads. They should be banned and given equal treatment as Expats... Also the hike in fee is just un understandable..I mean there are already so many restrictions in acquiring the Driving License, salary 400+, 2 years in Kuwait, University Degree...why do they need to increase the fees for acquiring driving license when there are already so many restrictions...Control the Commercial Drivers License issuance..because the situation got worse in Kuwait after "TOO MANY" taxis came to Kuwait...Also all the fast food restaurants should use a 100/150 CC bike for food delivery. Why put pressure on Personal License?? and why only expats?? This is totally irrational and everyone should be treated equally... This hike in fees should also be for Kuwaitis....
This Policy is not RationalFred Jones | 6/6/2012 12:22:31 PM This policy is not rational, because to shoulder the problems on the roads onto the expat community is not fair, because the violations are across the board by all the residents of Kuwait regardless of nationality. By simply implementing a black point system, as is done in the United Arab Emirates, will probably pull half the vehicles off the roads, curb the amount of accidents in the country and punish those residents that violate the traffic laws. The black point system in Dubai is based on the number of black points that are issued against your license for a particular violation. For instance, if you permit a child below 10 years of age to sit in the front seat of a car, Dh.100 fine and four black points will be given to the driver. Some other violations that are very common in Kuwait is Dh.2000 and 4 black points for driving dangerously (racing), and Dh.200 with 4 black points for talking on the mobile whilst driving. If the number of black points exceeds 24 points, you will be banned from driving any vehicle for a year. Similarly, there are black points for parking fines, speeding, driving recklessly, non-renewal of vehicle registration, and so on. 2020 is not soon enough for a metro project in Kuwait, so in order to manage the amount of residents who will not be allowed to drive in Kuwait, due to traffic violations; you must increase the amount of buses in the country, regulate the buses in country and build air-conditioned bus-stops throughout Kuwait. Equipment in the Ministry of Driving affairs must be updated to handle the case loads and driving Instruction must be improved for all residents.
It is too hecticAbdul Fathah Thayyil | 6/6/2012 11:29:15 AM Increasing fee of licence issuance, renewal of road permit will be a burden for an ordinary persons who are working on the low level salaries now. Instead of increasing the fee, better increase the cap of salary, job, etc. Reduce the number of vehicles permiting to one family. One is enough for a family. An expat family leading person should pay annual Insurance to get their residence. Even though they are paying Insurance and not geting all the service free of cost. In this case some people want to meet doctors ourside the clinic in private hospitals. It increase expense. further more, rent of flats, cost of foods, etc are increased. in this case increasing the cost of fee will be a burden for expats. Also, it is not an applicable solution for reducing the traffic.
