Family could not come back before 6 months

I have been in Kuwait for 19 years, and brought my family to the country in 2003. Last year (2011) due to some urgency my family, (my wife with three kids) left Kuwait and could not return within six months. I failed to apply for the exemption for the 6-month limit to stay outside the country (Izn Gayab) although they had residence until March 2012.

Now I would like to know, when they re-enter Kuwait on new visas, am I still supposed to pay KD 100 for the first time residency fees, which I already  paid in 2003, and have a receipt for the same. In case, yes, will there be any consideration if I approach the higher authorities.

Secondly, I paid KD 100 for my first child the first time, and as the other two are twins they collected from me KD 100 for each also. Is this correct or for the third child they should collect KD 200.

Unfortunately, you have to pay all these fees again as if they were coming to the country for the first time.
Not only that you will this time have to pay KD 200 for the third child. You will also have to pay KD 100 for your wife for the first year.
You will also have to get their medical done all over again as if they were arriving in the country for the first time.
