Why did the concerned officials fail to present lasting solutions to this problem?

IT seems our housing projects are about to vanish into thin air. The government cannot find contractors to implement these projects as most of them are no longer interested due to the huge losses their companies have incurred for participating in similar deals. We all know the reasons behind the delay or suspension of these projects. The State Ministry for Housing Affairs, Public Authority for Housing Welfare (PAHW) and other concerned government authorities, which offer tenders in this regard often choose the lowest price.

This practice is the root of our problems and suffering as the specifications of the projects are different from those stipulated in the original tender because the authorities usually focus on lowering the cost.  At the end of the day, we come up with substandard projects while the psychological state of contractors remains unstable as they keep on worrying about their losses. Implementation is then delayed while fines are imposed and conflicts start. Why did the concerned officials fail to present lasting solutions to this problem?
