1995 Fee Law Abolished for Better Oversight

KUWAIT CITY, Jan 19: After repeated rejections by previous National Assembly councils of amendments to the law governing public service fees, Decree Law No. 1 of 2025 has been issued, effectively canceling Law No. 79 of 1995 related to fees and financial costs for the use of public facilities and services, reports Al-Seyassah daily. The decree, published in Kuwait Alyoum, grants each government entity the authority to determine the fees and costs for using public facilities and services. This will be done through decisions made by the competent authority within each entity, following relevant regulations and subject to approval by the Council of Ministers.
The explanatory memorandum highlights the need for greater flexibility in managing financial resources and ensuring the sustainable delivery of public services.
By canceling the previous law, the government aims to -- ensure the effective use and management of public facilities, allow ministries and government departments to establish tailored mechanisms for pricing services, and ensure fees do not compromise the minimum standard of living for citizens. The fees for public services will now undergo detailed study and analysis by relevant authorities
The pricing will be revised to reflect the cost of delivering the service and the fair usage fee for public facilities. This approach aims to balance operational sustainability with accessibility, fostering better public service management. The new decree marks a significant step in modernizing Kuwait’s approach to public service fees, aligning them with contemporary economic principles while ensuring fairness and equity for all.
