KUWAIT CITY, Oct 26: The Undersecretary of the Ministry of Education Mansour Al-Daihani issued a circular regarding the new official work hours under the flexible working hours system, which will take effect on November 3. According to the circular, the official working hours will be divided into two shifts. The start of the first shift will range between 7:00 am and 8:00 am, with a total work duration of seven working hours. Employees will have the flexibility to choose their start time within this window. If an employee arrives late, they must complete the required working hours by the end of the day. The following outlines the flexible working hours as specified in the decision:

Article 1 - The start of the official working hours is set from 7:00 am to 8:00 am so that employees can choose at what time they want to start their work. Work timing is calculated from the moment of attendance until the end of seven consecutive hours, as the daily working hours should not fall below seven hours. Employees must not be absent from work for any reason without coordinating with their direct supervisor and obtaining prior permission. Leaving before the end of the workday is also prohibited unless permission is granted by the relevant supervisor. All employees are required to adhere to the specified attendance and departure times. Appropriate measures will be taken in case of violations.

Article 2 - The fingerprint attendance system, or any other available method, will be used to track attendance and departure times. The number of scheduled working hours will be determined by the existing instructions and regulations.

Article 3 - Employees whose work nature requires additional hours beyond the official working hours may have those hours compensated per established procedures. Leave hours will be calculated from the start or end of official working hours, with the stipulation that the leave does not exceed two hours per day. If an employee is late for official working hours, they must make up the missed time after the end of the daily working hours until the required hours are completed. Any delays or leave taken during the day will be tracked and deducted from the annual leave balance or deducted from the employee’s salary.

Article 4 - Employees are required to perform their duties efficiently and adhere to official working hours, with administrative accountability for any violations of these instructions. Employees must fulfill the tasks outlined in their job descriptions by approved regulations. All employees are expected to respect the regulations and instructions issued by the ministry regarding work procedures and hours. Absences from work without a legitimate excuse are not permitted. Disciplinary penalties as outlined in the relevant laws and regulations will be enforced in case of violations.

This new system applies to all sectors of the Ministry of Education, including general departments, educational districts, and affiliated departments. It is necessary for all employees to commit to attending at the specified times or to provide acceptable official excuses.
