CAIRO, April 13: A committee within the Arab Parliament convened on Saturday to discuss a draft Arab model law aimed at combating illegal migration. This initiative is part of the Parliament’s continued efforts to strengthen legislative cooperation among Arab countries in addressing the challenges posed by this growing phenomenon.

According to a statement issued by the Parliament, the subcommittee responsible for studying the draft law—formed under the Legislative, Legal and Human Rights Affairs Committee—held its third meeting at the Arab Parliament’s General Secretariat headquarters in Cairo.

The statement highlighted that the proposed legislation represents a significant step forward, as most Arab and foreign countries currently address illegal migration within broader legal frameworks, such as nationality, immigration, residency laws, and penal codes, rather than through dedicated legislation.

The draft law seeks to offer a comprehensive legal model for Arab states to build upon in developing national legislation focused specifically on combating illegal migration. Its goals include enhancing security across the region, tackling migrant smuggling, preventing the infiltration of criminal groups across borders, and preserving societal stability.

The law is rooted in principles of reinforcing security, eliminating the sources of crime, and addressing the root causes of illegal migration. It emphasizes respect for human dignity, balancing security with human rights, and promoting sustainable development. It also encourages preventive strategies, along with regional and international cooperation, to reduce the underlying causes of illegal migration and to raise awareness of the risks it poses to individuals and societies.

The statement noted that the final draft of the law will be presented at the upcoming meeting of the Legislative Committee on April 20. This meeting will serve as preparation for the fifth general session of the Arab Parliament during the first session of its fourth legislative term. Additionally, the committee has recommended organizing a workshop on the law after it receives formal approval by Parliament.

The statement concluded by underscoring the importance of reinforcing parliamentary efforts to combat illegal migration and the related crime of human trafficking, which it described as a crime against humanity and a serious threat to national and regional security and stability.
