Cabinet decides to implement govt performance management system

KUWAIT CITY, Oct 21: The Council of Ministers has decided to implement an integrated system for managing government performance through the Government Performance Follow-up Agency which has been tasked with overseeing the system’s execution, which includes contracting with an international consultant and monitoring progress, reports Al-Rai daily quoting government sources. This decision follows a Cabinet meeting which was held on September 24, where Sheikh Ahmad Al- Mishaal, head of the Government Performance Follow-up Agency, presented a comprehensive report on developing a government performance management system.

The primary goal of this initiative is to address observations noted in oversight agency reports concerning government performance.

The proposed system aims to achieve several key objectives, including such as:

Reducing Oversight Observations — Limiting the issues identified by supervisory bodies Financial Sustainability — Establishing financial policies that promote the state’s financial stability Incentive and Accountability Mechanisms — Developing effective strategies for rewarding high-performing employees and holding underperformers accountable Strategic Alignment with Kuwait’s Vision — Preparing government agencies for strategies aligned with the national vision for Kuwait Improving International Indicators — Enhancing Kuwait’s global performance metrics Boosting Citizen Confidence — Strengthening public trust in government activities Service Satisfaction — Achieving high levels of satisfaction among citizens regarding the services provided Performance Measurement Indicators — Creating indicators to assess the performance of government agencies and foster a favorable business environment In conjunction with the Ministry of Finance, the Council will ensure that the necessary financial appropriations are allocated for the engagement of a global consultant to support this initiative.

Moreover, all government agencies are required to adopt the new performance management system, develop strategic plans with clear missions, and establish measurable objectives linked to performance indicators. The Council has emphasized the importance of enhancing employee evaluation systems across all levels, particularly for supervisory and leadership roles. This approach aims to ensure accountability and recognition for outstanding performance while promoting specialized roles focused on improving institutional performance.
