CAPT mandates ‘biometrics’ attendance for new projects

KUWAIT CITY, Dec 26: Based on a letter sent by the Government Performance Follow-up Agency (GPFA) on October 23, 2024, the Central Agency for Public Tenders (CAPT) has issued a circular to all ministries, authorities, and government public institutions which stressed the need for all entities subject to the provisions of the public tenders law No. 49/2016, its amendments and the executive regulations issued by decree No. 30/2017 to comply with instructions related to future construction projects. This is aimed to ensure the successful implementation of these projects and establish provisions for their monitoring.

The circular mandates that government agencies include a clause in tender documents, practices, and direct contracts for future construction projects, and use the most advanced fingerprint systems to track the attendance and departure of workers employed by the companies executing these projects. These systems must be tailored to the size of the project and the number of workers involved.

Furthermore, the circular obligates public authorities to follow up on the implementation of fingerprint systems by contracting companies due to their contractual and administrative responsibilities. This step is aimed at ensuring effective project execution and stringent oversight. The circular also specifies that the implementation of these requirements should begin on December 25, 2025.

Meanwhile, in response to the Municipal Council’s questions regarding the delay in addressing the proposal submitted by member Alia Al-Farsi concerning the formation of a joint committee to oversee the implementation of requirements for people with disabilities and the Kuwait Code for Accessibility in building designs, Kuwait Municipality explained that it had already reached out to the Ministry of Social Affairs to establish a joint committee to coordinate and monitor the affairs of people with disabilities. It further clarified that three individuals had been nominated to participate in the committee - the Building Permits Supervisor at Farwaniya Municipality Abdullah Al-Otaibi, the Head of the Special Character Section at the Engineering Systems Department Barak Al-Mudaij, and an architect from the Capital Municipality Hamoud Al- Essa.
