KUWAIT CITY, Oct 2: The Demographics Amendment Committee has given its approval to two significant draft regulations aimed at making key improvements in Kuwait. These regulations focus on the Kuwaitization of government contracts and the introduction of electronic lease contracts. Both initiatives have the potential to enhance the management of data and the tracking of the country’s population.

Additionally, the committee has undertaken the evaluation of an initiative to establish a national platform for labor market data. It has tasked the Public Authority for Manpower with coordinating efforts with the Fatwa and Legislation Department to examine the legality of the electronic labor contract project. Furthermore, in collaboration with the Ministry of Finance and the General Secretariat, the committee is working on a plan to reduce the proportion of foreign workers in government contract management.

These decisions were reached during a meeting led by Sheikh Talal Al-Khaled, the First Deputy Prime Minister and Minister of the Interior, who heads the Committee to Adjust the Demographics and Labor Market Development. The primary focus of the meeting was to monitor the progress of the committee’s work and discuss matters related to demographics.

Sheikh Talal Al-Khaled expressed his gratitude to the committee members for their diligent efforts in addressing demographic and labor market imbalances in Kuwait. He emphasized the significance of aligning with the objectives outlined in the executive regulations of the Demographics Law, which are designed to benefit Kuwait and its people. He stressed the urgency of implementing projects that generate employment opportunities for Kuwaiti youth.

The meeting delved into various topics, including an assessment of the current population structure and the challenges it presents. It also explored strategies for enhancing the labor market and expanding employment prospects for young individuals. Additionally, discussions revolved around achieving equilibrium across different sectors and ensuring the sustainability of these endeavors.

The meeting also featured a review of recent economic and social developments and their potential impact on demographic composition and labor market requirements. Lastly, there was a focus on strengthening vocational education and training to ensure that educational outcomes align with the evolving needs of the labor market.

Promoting Kuwaiti Employment and Kuwaitization of Government Contracts
The committee has given its approval to a draft regulation focused on Kuwaitizing government contracts. This initiative is designed to incentivize young people to seek employment in the private sector and enhance job security for workers engaged in government contracts. Furthermore, it is expected to boost the proportion of national employment and generate new job prospects within government contracts.

The committee has entrusted the “Workforce” to undertake the necessary procedures to present this draft regulation to the Council of Ministers, with the aim of swiftly implementing it.

The primary objective of this regulation is to create employment opportunities for Kuwaiti citizens within government contracts, all while ensuring job security. It also places an obligation on contractors to offer national workers enticing employment benefits, which may include health insurance, annual travel allowances, and a structured salary scale.

National Data Platform Review
The committee conducted a comprehensive review of the proposed initiative aimed at establishing a national platform for labor market data. This platform is set to serve as a critical foundation for organizing academic sector outputs and aligning them with the evolving requirements of the labor market.

The primary goal of this initiative is to furnish real-time data on the labor market and population movements. Additionally, it will create a solid foundation for the development of mechanisms and legislation aimed at enhancing and organizing the labor market. This forward-looking initiative is expected to play a pivotal role in improving labor market insights and facilitating informed decision-making.

Streamlining Rental Agreements and Electronic Lease Contract Approved
The committee has granted its approval to the electronic lease contract project, marking a significant step toward the organization and enhancement of data quality. This project aims to catalog the residences of individuals within the State of Kuwait, while also exerting control over the rental process across commercial, investment, and residential real estate, ensuring the compliance of both parties involved in the contract.
One of the key benefits of this project is the precise documentation of lease contract durations, which will be linked with the licenses issued based on these contracts. This linkage serves to guarantee that property owners adhere to the state’s laws and regulations.
Furthermore, the project will present contract data in a secure electronic format that is resistant to tampering. The responsibility of launching this project within six months lies with the Public Authority for Civil Information. Overall, the electronic lease contract project promises to bring efficiency and transparency to the rental process in Kuwait.

Simplifying Employment Contracts
The committee has undertaken a comprehensive review of the electronic employment contract project, aimed at streamlining the registration and documentation of employment contracts. This initiative plays a crucial role in safeguarding the rights of both parties involved, namely the worker and the employer, especially in cases of labor disputes.

To ensure the project’s compliance with legal standards, the committee has entrusted the “manpower” to collaborate with the Fatwa and Legislation Department to conduct a thorough assessment of its legality and the steps required to implement it. This undertaking reflects a commitment to enhancing the employment landscape and ensuring fairness for all parties involved in employment contracts.

Optimizing Government Handling Contracts
In the course of the meeting, a pivotal topic discussed was the management of government handling contracts, including those pertaining to cleaning and security services. The committee, in collaboration with the Ministry of Finance and the General Secretariat for Planning, has appointed the “manpower” to conduct a comprehensive study aimed at reducing the proportion of workers engaged in these contracts.

This strategic study underscores the commitment to enhance the efficiency and effectiveness of government handling contracts while optimizing the allocation of resources. It aims to identify ways to streamline these contracts and potentially reduce their workforce, all with the goal of achieving greater efficiency and fiscal responsibility.

Empowering Technical Teams
The committee has given its approval for the establishment of technical teams affiliated with the Demographics Committee. These teams will play vital roles in advancing the objectives of the committee. Specifically, there will be a labor market development team led by the Director of the Public Authority for Manpower and a demographics imbalances treatment team led by the Undersecretary of the Ministry of Interior.

The primary responsibility of these teams will be to compile and submit executive reports and recommendations on behalf of the Demographics Committee. This move signifies a commitment to enhance the efficiency and effectiveness of the committee’s work, ensuring that it can address demographic imbalances and labor market development with precision and purpose.

Government’s Pledge for Kuwait’s Demographic and Labor Market Development
At the close of the meeting, the First Deputy Prime Minister and Minister of the Interior reaffirmed the government’s unwavering commitment to executing the plans and procedures essential for realizing the objectives of modifying the demographic composition and fostering labor market growth. He emphasized the vital importance of dedicated efforts to benefit Kuwait and its people, underscoring the collective dedication to the nation’s betterment.
