KUWAIT CITY, Dec 16: Minister of Education Eng. Sayed Jalal Al-Tabtabaei announced on Sunday the approval of a decision to implement the "National Supervisor" system as a supervisory mechanism for general examinations at all secondary and intermediate stages in both public and private schools. This initiative will be directly overseen by the Inspection and Audit Office under the Ministry of Education.
According to a statement posted on the Ministry's official social media page (X), the decision outlines the role of the national supervisor, which includes overseeing the examination process to ensure adherence to existing regulations and laws. This includes supervising examination and control committees, monitoring secret printing presses, and ensuring the integrity and transparency of all examination-related activities. The national supervisor will also be responsible for preparing daily reports, which will be submitted directly to the Inspection and Audit Office.
The Ministry emphasized that the national supervisor must present their ID and civil ID to all relevant officials in the departments they are assigned to, and it urged cooperation from all departments involved in the examination process. These include exam committees, school control, general control, secret printing presses in the educational region, and the main secret printing press at the Ministry's office. The Ministry stressed that these departments should facilitate the work of the national supervisor in accordance with the applicable laws and regulations. Additionally, the national supervisor has the right to review and verify decisions related to students in special committees.
The Ministry further clarified that the members of the national supervisor team are selected from Kuwaiti Ministry employees with at least five years of experience in the following positions: school principal, assistant principal, technical supervisor, head of a subject department, or teacher. Importantly, teachers supervising a subject that is part of the examination schedule will not be selected.
The Ministry also highlighted that 16 administrative supervisors from the Inspection and Audit Office and 215 national supervisors underwent a specialized training course to enhance their readiness and equip them with the knowledge and skills necessary to perform their duties efficiently and professionally. This training aims to ensure the success of the examination process while upholding the highest standards of integrity and transparency.
Additionally, each national supervisor is required to sign a declaration pledging complete neutrality and commitment to the laws and regulations governing the supervisory work. They must also refrain from any actions that could lead to a conflict of interest or undermine the integrity of the educational process, ensuring transparency and credibility.
The Ministry described the national supervisor project as a significant step forward in enhancing integrity and fairness within the educational process. Under the direct supervision of the Minister of Education’s office, this system will monitor every stage of the examination process, from preparation to the announcement of results. It aims to strengthen public trust in the educational system through accurate monitoring, continuous follow-up, and comprehensive field reports to improve procedures and organize exams.
In conclusion, the Ministry called on all stakeholders in the educational process to cooperate with the national supervisors and provide the necessary support to ensure the exams proceed smoothly and fairly.
