Education Ministry pushes for full automation to improve efficiency, transparency

KUWAIT CITY, Feb 23: The Ministry of Education is advancing towards automating all its procedures and services as part of a broader digital transformation initiative. This move aims to leverage modern technology to enhance transparency and efficiency within the education sector. In line with this, educational sources have revealed that the Ministry is working on several key electronic projects, including the automation of teacher appointment and transfer procedures, as well as the electronic monitoring and control of assignments to ensure fairness, without human intervention.

According to these sources, since the appointment of Eng. Sayed Jalal Al-Tabtabaei as Minister of Education approximately four months ago, he has emphasized the necessity of achieving 100% digital transformation across all ministry transactions. This includes transitioning all administrative processes to electronic systems, eliminating the need for manual handling, and promoting transparency in the execution of tasks.

One of the significant projects under development is an electronic system to manage the appointment, transfer, and secondment of teachers between schools. This system will ensure the fair distribution of teacher assignments based on the actual needs of the schools, thereby preventing any potential interference or favoritism. The automation process is designed to ensure that these decisions are made solely based on work requirements, providing justice and maintaining the best interest of the educational system.

Furthermore, the system will enable Ministry leaders, including the Minister and the Undersecretary, to monitor and oversee these processes, ensuring that instructions are carried out as planned. The Ministry also has an ambitious plan to move most of its administrative and financial transactions to electronic systems, following the discovery of thousands of paper-based decisions that had not been implemented in the "integrated systems" or the financial management system. This oversight had led to the failure to collect public funds for the state. The Ministry is now working on a plan to develop an electronic mechanism to automate and ensure the seamless execution of all these transactions.

In a separate development, the public education sector is finalizing decisions regarding school hours during the holy month of Ramadan. Sources indicate that for kindergarten and primary schools, classes will start at 9:40 a.m., with kindergarten sessions ending at 1:10 p.m., and primary school sessions concluding at 1:40 p.m. Middle schools will begin at 9:20 a.m. and end at 1:50 p.m., while secondary schools will start at 9:30 a.m. and finish at 2:00 p.m.
