Health ministry introduces key updates to Kuwait’s drug classification system

KUWAIT CITY, Feb 15: Kuwaiti Minister of Health, Dr. Ahmad Al-Awadhi, issued new ministerial decisions on Saturday aimed at updating the legal classifications of narcotic drugs and psychotropic substances, reinforcing the country’s efforts to control the pharmaceutical market and protect society from misuse. These updates align with ongoing initiatives to enhance regulation and ensure that laws reflect the latest scientific and legislative developments in this field.

The decisions, outlined in Ministerial Resolutions No. 29 and No. 30 of 2025, introduce several new substances to the existing schedules of narcotics and psychotropics. Resolution No. 29 adds "Promethazine" to Schedule No. 1 of Law No. 74 of 1983, which governs narcotic drugs. Meanwhile, Resolution No. 30 introduces four substances—chloromethcathinone, dipentelone, fluorodeschloroketamine, and gamma-butyrolactone, along with their salts, derivatives, and decomposers—to Schedule No. 2 of Law No. 45 of 1987, which regulates psychotropic substances.

Additionally, Bromazol has been added to Schedule No. 4 of the same law in line with recent scientific and legislative recommendations. The updates aim to ensure that drug control laws evolve with the times, reflecting advances in both scientific knowledge and international regulatory practices.

The Ministry of Health emphasized its continued commitment to reviewing and updating the laws governing narcotic drugs and psychotropic substances to maintain the highest standards of public health and safety.
