Health Ministry misleading public on Afia Insurance

KUWAIT CITY, Sept 14: Former MP Dr. Jenan Boushehri has accused the Ministry of Health of misleading the public about the Afia insurance program. She pointed out that the current contract is set to end on September 16, 2024, which is just days away, reports Al-Seyassah daily. Boushehri criticized the ministry for not issuing a new tender six months before the contract’s expiration as required, opting instead for an extension.

In a post on the “X” platform, Boushehri argued that if the ministry were genuinely committed to upholding the Afia Law and serving retirees, it would have initiated the new tender process earlier. She claimed that the ministry lacks the courage to openly discuss its intention to cancel the Afia Law, choosing instead to mislead the public and shift the blame for its shortcomings to others.

Reactions

The Ministry of Health’s decision to suspend “Afia” insurance services and terminate its contract with the company has generated various reactions and raised questions about the alternatives and subsequent steps required by the ministry, reports Al-Rai daily. Constitutional expert Dr. Ibrahim Al-Hamoud said, “Terminating the contract with Afia requires the Ministry of Health to secure new contracts with other insurance providers to ensure health insurance coverage for all those previously insured by Afia. The state is obligated to provide health insurance and subsequent healthcare to the insured, as mandated by Law No. 114/2014.”

Former MP Marzouq Al Khalifa said, “Cancelling the contract with the company does not necessitate the cancellation of the relevant law. The Ministry of Health must realize this and expedite the implementation of all associated privileges and services without any reduction.” In addition, a Law Professor at KU and constitutional expert Dr. Mohammad Al-Muqati questioned whether it is true that the contract amount increased from KD 177 million to KD 354 million. He also inquired about the number of benefi- ciaries under this contract in comparison to the retirees who have already benefited from it.
