KUWAIT CITY, March 11: The Kuwaiti Cabinet issued a decision on Tuesday to establish a grievance committee for cases involving the withdrawal and revocation of Kuwaiti citizenship.
The decision, outlined in Cabinet Resolution No. 207/First of 2025, includes the following details:
Article One: The Cabinet, upon reviewing various constitutional and legal references, has decided to form a grievance committee for the withdrawal and revocation of Kuwaiti citizenship. The committee will be affiliated with the Council of Ministers. A separate decision will be issued by the Cabinet to appoint the committee members, including details on their remuneration, such as that for the chairman, deputy chairman, members, and secretariat.
Article Two: The committee will be responsible for receiving grievances from individuals whose Kuwaiti citizenship has been revoked, withdrawn, or whose citizenship certificates have been annulled. The committee will research and evaluate these grievances, prepare recommendations, and submit proposals within the framework of applicable laws, regulations, and decisions.
Article Three: The committee will hold its meetings at the General Secretariat of the Council of Ministers but may convene elsewhere as decided by its chairman. The committee will meet upon the chairman’s invitation and whenever necessary. Meetings will be valid if attended by a majority of the members, including the chairman or their deputy. The committee’s discussions will be confidential, and decisions will require a majority vote. In case of a tie, the chairman’s vote will decide. The committee may invite qualified experts to assist in its work, though these individuals will not have voting rights.
Article Four: The committee will establish its operational regulations at its first meeting and determine the timeframe for handling matters under its jurisdiction.
Article Five: The committee has the authority to request information from any relevant parties to assist in its work, and those parties are obligated to comply.
Article Six: The General Secretariat of the Council of Ministers will provide secretariat services to the committee. This includes preparing the committee’s work, receiving grievances, presenting them to the chairman, gathering data, and submitting reports on each grievance. A decision from the Minister of State for Cabinet Affairs will organize the secretariat’s structure and appoint its secretary.
Article Seven: The committee’s term will be one year, starting from its first meeting. This term may be extended for additional one-year periods as needed, by a decision of the Cabinet.
Article Eight: Upon the formation of the committee, it will announce its operations through government social media channels or other appropriate means, informing the public on how to contact the committee and submit grievances.
Article Nine: The committee will prepare periodic reports on its progress and a final report at the end of its term. The report will include results, recommendations, and proposals related to the grievances presented and any other relevant matters. These reports will be submitted to the Cabinet for consideration.
Article Ten: All relevant parties must implement this decision, which will take effect immediately upon issuance and publication in the Official Gazette.
