Kuwait commits to ICAO collaboration for air navigation and safety upgrades

CAIRO, Feb 17: Eng. Duaij Al-Otaibi, Acting Director General of the Directorate General of Civil Aviation (DGCA), emphasized Kuwait's commitment to strengthening its cooperation with the International Civil Aviation Organization (ICAO) to improve air navigation systems, regulations, and aviation safety. Al-Otaibi made these remarks to the Kuwait News Agency (KUNA) following his meeting with Mohammad Abu Bakr, Director General of ICAO's Regional Office for the Middle East. Abu Bakr leads the Kuwaiti delegation attending the second session of the International Air Navigation Conference organized by ICAO in Cairo.

Al-Otaibi highlighted Kuwait's "excellent" relationship with ICAO, underlining the support of the DGCA's Director General, Sheikh Humoud Al-Sabah, and the organization's staff in implementing international civil aviation systems and adhering to the Chicago Convention, which Kuwait signed with the United Nations and ICAO in 1962.

He noted that within a short period, and with the backing of political leadership, Kuwait has significantly enhanced its capabilities, especially in fundamental services. The country has made considerable progress in developing its navigation systems, devices, and air transport industry.

Al-Otaibi also mentioned that the government's support for civil aviation includes significant infrastructure reforms and updates to local laws. He explained that Kuwait is in the process of issuing the Kuwait Civil Aviation Authority Law, which will align with international regulations and standards.

He further stated that Kuwait is on the brink of a major transformation, with new projects underway that will position the country as an important hub for civil aviation. These projects include the establishment of a training and qualification center for national personnel, a specialized office for aviation investigations, and service centers dedicated to air cargo and all civil aviation services.

Expressing his enthusiasm, Al-Otaibi shared his pleasure at participating in the conference with his colleagues from air navigation, stating, "Kuwait extends its hand to its friends and partners in the International Civil Aviation Organization. We have fruitful cooperative relations and will continue to build bridges of cooperation with the organization and all countries in the region, with the goal of enhancing air transport systems and safety."

It is important to note that the conference focuses on discussing the development of international air navigation laws and regulations, as well as the commitment of ICAO member states, including those from the Middle East and North Africa, to adhere to the laws issued by ICAO.
