KUWAIT CITY, Sept 27: Kuwait has ordered the dissolution of the Al-Hajj Mahmoud Haidar & Sons Charitable Foundation, according to Ministerial Decree No. 315 of 2026 published in Kuwait Alyoum, Issue 1810.
The decree, issued by Minister of Social Affairs, Family and Childhood Affairs Dr. Amthal Hadi Haif Al-Huwayla on September 13, 2026, orders the foundation to be dissolved based on the recommendation of the Committee for the Establishment, Evaluation and Dissolution of Public Benefit Associations and Foundations.
The committee approved the recommendation at its meeting No. 8 on July 5, 2026, while the Council of Ministers approved the decision at its meeting No. 26-2026 held on July 7, 2026.
Under Article 2 of the decree, the foundation’s funds, following liquidation, will be transferred to the Ministry of Social Affairs pending a decision on the entity to which the funds will ultimately be transferred.
The decree said the decision takes effect from the date of its issuance and ordered the relevant authorities to be notified and to implement its provisions.
The foundation was established under Ministerial Resolution No. 1/43 of 2020. The dissolution decree cited Kuwait’s laws and regulations governing public benefit associations and charitable foundations, including Law No. 24 of 1962 and Cabinet Resolution No. 74 of 1999.
The dissolution comes amid a separate citizenship-related investigation involving businessman Mahmoud Haidar and members of his family. June reports said the Public Prosecution ordered precautionary measures against their assets in connection with allegations involving the acquisition of Kuwaiti citizenship through forgery and the use of another citizen’s identity.
