Kuwait eyes expertise swap in bid to develop railway project

KUWAIT CITY, Oct 8: The Global Rail Transport Infrastructure Exhibition and Conference (GRTIEC) that kicked off in the UAE capital today is a platform for expertise swap and study thoughts on how to develop the planned railway in Kuwait, said a senior Kuwaiti official. The theme of the event’s first edition, “Setting Transport Infrastructure and Global Connectivity,” mirrors its significance, said the Kuwaiti Minister of Public Works Dr. Noura Al-Mashaan, who is heading her country’s delegation at the activity. It has brought together elite personalities from the transport and railways sectors and strategy, scheduled to address global approaches in the railway namely plans for sustainable infrastructure and challenges, the minister said, affirming that she and her accompanying officials would study the experience of other countries at this level. Up to 300 entities from more than 40 countries participated in the affiliate exhibition. Dr. Al-Mashaan, emphasized Kuwait’s dedication to advancing its infrastructure and transportation sector by leveraging international expertise. Leading the Kuwaiti delegation to the Global Rail Conference in Abu Dhabi, Al-Mashaan highlighted the importance of Kuwait’s participation in this high-profile event, which features over 300 exhibitors from more than 40 countries.

Speaking to Kuwait News Agency (KUNA) on Tuesday, Minister Al-Mashaan underscored the significance of the conference’s theme, “Enhancing Transport Infrastructure and Enabling Global Connectivity.” She noted that this inaugural session brings together leaders, experts, and strategists from the transport and railway sectors to discuss global trends, sustainable infrastructure solutions, and the challenges facing the railway industry. Al-Mashaan emphasized that her technical team is eager to exchange experiences and learn from global leaders in the sector. She noted that their participation in the exhibition held alongside the conference will allow them to engage with international delegations and explore new methods for enhancing Kuwait’s infrastructure.

Meanwhile, the Central Agency for Public Tenders (CAPT) has asked the five companies bidding for the tender on the study and detailed design of the railway project, as well as the preparation of tender documents (first phase), to extend the basic insurance period from Aug 18 to Nov 14. This is based on Decision No. 22 that the Board of Directors of CAPT issued during its meeting no. 32/2024 on Aug 14, as per Article 46 of Public Tenders Law No. 49/2016. Sources explained that Article 46 stipulates that the tender remains in effect and cannot be withdrawn from the time of its issuance until the end of its validity period, and no price adjustments shall be taken into account after submitting the tender. Sources added the tender must be awarded and the contract signed within a period not exceeding three months from the end of the tender submission period.
