KUWAIT CITY, March 1: The Council of Ministers has instructed the Minister of State for Communications Affairs to complete the development of the unified government electronic services application Sahel. The initiative aims to eliminate paper transactions across government agencies, further the country's digital transformation, and streamline public sector processes. The ultimate goal is to improve efficiency and work towards achieving desired outcomes in governance.
As part of this effort, the Minister will be required to submit a semi-annual report to the Council, detailing developments, statistics, and updates on services already provided and those still under development.
In a recent circular, the Council addressed the periodic report submitted by the Minister of State for Communications Affairs, which outlined progress on the "Sahel" application. The Council reviewed the report, which included key statistics and accomplishments from August to December 2024. The findings were discussed during a meeting held on February 4, 2025, where the Public Services Committee presented its recommendations regarding the app’s continued development.
The Committee's visual presentation, delivered by the Executive Committee of the "Sahel" application, emphasized the goal of integrating all government services into a single platform.
Following the presentation, the Committee issued four major recommendations:
Directing government agencies to accelerate the digitization of services and integrate them into the "Sahel" application, using Key Performance Indicators (KPIs).
Encouraging government agencies to promptly upload their data through the "Sahel Data Sharing" platform to enhance the user experience.
Allocating a dedicated budget to support the "Sahel" application.
Additionally, the Committee reviewed the Executive Committee's requests for the "Sahel" application, which were outlined in Ministerial Resolution No. 79 of 2024.
These requests include:
Securing necessary financial resources to support the operation and sustainability of the "Sahel" application.
Facilitating regular coordination between government agencies and the Executive Committee to implement the application.
Directing government agencies to expedite the digitization of services, integrate them into the application, and share their data via "Sahel Data Sharing" to improve digital integration and the user experience.
The Council also received updates from the Minister of Communications, which highlighted the progress made from August to December 2024. These reports included key statistics and developments related to the "Sahel" application and outlined recommendations for future actions.
In response, the Council assigned the Minister of State for Communications Affairs with two key tasks:
Working with the Ministry of Finance to ensure the necessary financial support for the continued operation and development of the "Sahel" application.
This move is a significant step towards enhancing the digital infrastructure of the country and improving the efficiency of government services.
