Kuwait Society of Engineers Loses Authority to Approve Engineering Certificates Amid Complaints

KUWAIT CITY, Sep 9: The Board of Directors of the Public Authority of Manpower has decided to suspend the Memorandum of Understanding (MoU) signed with the Kuwait Society of Engineers in 2018. This MoU granted the Society the authority to approve engineering certificates, verify professional expertise for expatriate workers, and certify job titles related to engineering roles for individuals seeking employment in government or private sectors.

Sources revealed that this decision stemmed from numerous complaints received by the Manpower Authority from companies, business owners, and employees regarding the accreditation procedures. There is also a broader move toward simplifying the mechanisms for auditing and certifying engineering qualifications.

While it is not yet determined which entity will take over this responsibility, it is speculated that the Ministry of Higher Education may be chosen due to its governmental role and expertise in evaluating educational certificates, including those related to engineering and associated professions. This approach would align with current practices in other sectors of the labor market.

The sources further cited Article 7, paragraph 4, of Private Sector Labor Law No. 10 of 2010, which authorizes the Minister to issue regulations for employing workers in the private sector, including requirements for professional tests in coordination with relevant authorities.
