KUWAIT CITY, June 5: The head of the Civil Service Commission has directed the Ministry of Social Affairs to halt the renewal of contracts for workers under the provision of seeking expertise in various jobs starting next year. This directive, which targets employees working on monthly bonuses, mandates that December 31 of next year will be the last renewal date for these contracts.

Sources within the Ministry of Social Affairs revealed that the Ministry had requested approval from the Commission last April to renew the contracts of 68 non-Kuwaiti employees working in the social care sector, specifically in care homes, for one year. However, the Commission only approved the renewal for 30 of these employees until the end of the current year.

The Civil Service Commission stressed that the renewals must be for previously approved individuals and should not include new names. All contracts must comply with Civil Service Council Resolution No. (5/2007), and the necessary financial data must be integrated into the system for disbursement from the rewards section, contingent on available budget appropriations.

The Commission also indicated that the remaining 38 employees' cases could not be addressed without individual communications detailing their recruitment history, last approval for assistance renewal, and all allowances or bonuses they receive. The Ministry of Social Affairs was urged to provide a detailed plan for any required job titles following Bureau Circular No. (4/2024) regarding the job needs of government agencies under the central employment system.

In related news, the Minister of Social Affairs, Family and Childhood Affairs, and Minister of State for Youth Affairs, Dr. Amthal Al-Huwaila, conducted a surprise visit to the Public Authority for the Affairs of Persons with Disabilities. She was accompanied by the Authority’s Acting Director Al-Humaidi Al-Mutairi, Deputy for Medical, Psychological, and Social Services and Care Homes Amer Al-Anazi, and Deputy for Educational and Rehabilitation Services Mubarak Al-Badah.

During her visit, Al-Huwaila inspected the visitors’ reception halls to assess the progress of work and identify obstacles facing both employees and clients. She emphasized the importance of applying the law uniformly to employees and auditors alike, insisting there would be no exceptions. Al-Huwaila directed that the pace of work be accelerated and transactions completed swiftly to prevent overcrowding.

"The visit is part of a surprise tour to closely examine the progress of work, detect any problems facing employees and auditors, and work to solve them," Al-Huwaila stated. "This is particularly important as we continue to learn about the conditions of all entities under our purview."

Officials from the Authority also briefed the Minister on the latest developments in the development plan, which aims to positively impact the provision of services to disabled individuals and their families.
