Kuwait's Ministry of Information
KUWAIT CITY, April 10: As part of its strategy for sustainable media and in alignment with Kuwait Vision 2035, the Ministry of Information has developed a comprehensive Media Content Guide. This initiative reflects the Ministry’s commitment to producing purposeful content that enhances the role of media in national development.
The Media Content Guide outlines current media trends and highlights key challenges facing the Kuwaiti media landscape. It offers proposals aimed at improving the overall quality of media content, focusing on several core pillars. These include strengthening national identity, supporting family cohesion, encouraging social solidarity, and preserving Kuwait’s cultural heritage. The guide also emphasizes the importance of promoting ethical behavior rooted in the authenticity of Kuwaiti society.
Distributed to various media institutions, the guide serves as a framework to help shape content that inspires patriotism, showcases Kuwait's leading cultural role, and fosters acceptance and respect for others. It also aims to boost the tourism sector by spotlighting national landmarks, encourage environmental awareness and the protection of public property, and affirm the use of Arabic as the official language in media productions. Furthermore, it calls for the portrayal of noble human values across all media formats.
The guide addresses several ongoing issues within current media productions. Among the challenges identified are a lack of national identity in content, diminished use of the Arabic language, and the marginalization of the family unit, often portrayed as fragmented in dramas. It also points to the normalization of negative behaviors—such as characters smoking, neglecting seatbelt use, and engaging in inappropriate actions—without showing consequences. Other concerns include the reinforcement of harmful stereotypes, lack of diversity and cohesion among family characters, and an overemphasis on negative figures without moral accountability.
To support content creators, the Media Content Guide provides a set of overarching themes that can serve as creative reference points. These themes include national identity, family, education, the work environment, social solidarity, environmental consciousness, and fostering creativity.
Through this guide, the Ministry of Information aims to elevate media production in Kuwait, ensuring it reflects the nation’s values and aspirations while playing a meaningful role in achieving the goals of Kuwait Vision 2035.
