500 dinar fine for AIS device non-activation

Kuwait implements mandatory AIS installation for maritime safety.

KUWAIT CITY, July 13: In a move aimed at enhancing maritime safety and navigation, the Ministry of Interior (MOI) has issued Ministerial Resolution (410) of 2024, requiring all marine vessels, irrespective of type or status—be it stationary or in motion—to install an Automatic Identification System (AIS).

The AIS is a crucial self-identification device that aids in identifying ships at sea by broadcasting their call sign, location, and speed. This initiative is designed to streamline navigation processes and ensure safer maritime operations.

According to the resolution, the AIS devices must be procured from authorized entities sanctioned by the General Communications Authority. Sea-goers are obligated to register and obtain a permit from the General Communications Authority through their official website. The process involves several steps:

  1. Account Creation: Users are required to create an account on the General Authority for Communications and Information Technology's website, where they must submit all necessary documents.
  2. Approval and Transaction Tracking: Upon submission, users will receive a transaction number via phone to track the progress of their application on the website.
  3. Payment: Once approved, users must proceed to pay the stipulated fees through the General Authority for Communications' website (Al Hamra Tower).
  4. License Issuance: Following payment, the license to purchase the AIS device will be issued within two working days on the General Authority for Communications' website (Liberation Tower).

The General Directorate of Coast Guard emphasizes the importance of activating the AIS device during all sailing activities. Failure to comply with this requirement may result in a fine of 500 dinars if the device is found turned off without valid reason.

This new mandate underscores the Ministry of Interior's commitment to bolstering maritime safety measures across Kuwait's waters, ensuring adherence to international maritime regulations, and safeguarding the interests of all sea-faring individuals and organizations.
