KUWAIT CITY, Dec 12: The Ministry of Education has started procedures to open accounting positions in public, private, religious and special education schools, reports Al- Anba daily quoting sources from the academic sector. Sources disclosed the ministry intends to open the accounts clerk position in every school with the approval of the Civil Service Commission (CSC). Sources explained there are several reasons for taking this step; including the fact that most school principals and assistant principals are not familiar with Ministerial Resolution number 197/2000, which regulates the school fund, disbursement and settlement operations, bank settlement account, and increased workload for principals and assistant principals, which affects the smooth functioning of schools.

Sources showed the effects of adding the accounts clerk position in schools and kindergartens; such as tightening internal control over the fund and school cafeteria, addressing comments of financial observers and the State Audit Bureau (SAB) regarding the assignment of accounting staff to workplaces that do not require accounting work. Sources added the tasks of the accounts clerk in schools and kindergartens are to carry out work related to the financial fund, the school cafeteria, and all accounting work, including depositing amounts and reviewing invoices by the decisions regulating that, in coordination with the Financial Affairs Department. Sources said the Administrative Affairs and Administrative Development Sector has asked the CSC to consider adding the clerk position by Ministerial Resolution number 20/2004 stating the definition, titles, and conditions for filling up positions in the Administrative Department.
