Municipal Committee set to deliberate metro, agricultural land amendments

KUWAIT CITY, April 13: The Technical Committee at the Municipal Council, headed by Munira Al- Amir, will hold its 22nd meeting for the third legislative round on Tuesday, The committee will deliberate on two items on its agenda as follows:
Updated response of the executive body to the query of the deputy chairman of the council regarding the Kuwait Metro project;
Proposed amendment to the schedule of requirements and specifications for agriculture and livestock areas as per the request of Minister of State for Municipal Affairs Abdullatif Al-Mishari in his letter dated March 12, 2025.

The updated response of the Kuwait Municipality about Kuwait Metro states that the metro route and right-of-way have been included in the survey plans as per the letter of the Structural Planning Department dated Sept 11, 2011. This included the decision that the council issued on July 11, 2011; stating the preliminary approval for the study of the structural plan for public transport in the country. According to the seventh alternative regarding the allocation of the proposal routes for various modes of transportation (heavy rail, metro, light rail, tram, tram feeder buses, metro and light transport); these routes will be handed over after their allocation and upon approval of the Transportation Ministry. This will be in coordination with the concerned ministries and entities, taking into account the recommendations presented in the study in order to guarantee the success of the project.

The project was transferred from Ministry of Transportation to the Public Authority for Roads and Transportation (PART) when the latter was established in 2014. Asked about the entity tasked to study the initially approved route for the metro; address the existing problems, difficulties and obstacles in private or public properties; find plausible solutions and present proposals, the Municipality disclosed the current study is conducted by the Public-Private Partnership Projects Authority. It clarified that a detailed study will be completed once the Transportation Sector in PART is activated to carry out the final studies for the metro’s routes and stations. The Municipality disclosed that it received a letter from PART dated Sept 6, 2018; indicating that it is focusing on the implementation of the project, given its significant contribution to the development of the internal passenger transport sector. “This sector is considered the main element in development, and it contributes to alleviating traffic congestion, which causes numerous economic and social problems. PART explained that it is currently conducting a study on the project, detailing its findings and how to implement them. A report will then be presented to the Council of Ministers for action,” the Municipality added. The Municipality explained that it abandoned the metro project for years without taking any action; stressing it is not the entity responsible for the project, which falls under the jurisdiction of PART.

The most important proposed amendments to Table No. Six (requirements and specifications for agricultural and livestock areas) are as follows:
Amend building rations in the agricultural areas (Wafra, Abdally and Sulaibiya) to allow only 10 percent of the plot area to be built, with a maximum of 10,000 square meters to include residential buildings and a family rest house for the plot owner with a total building area not exceeding 1,000 square meters, including the ground and first floors, workers’ residence and a guard’s room with an area not exceeding 2,000 square meters.
Allow building reserves at a rate not exceeding 80 percent of the plot area that must be covered with light materials.
The maximum height for the residence of the plot owner and family rest house is nine meters, 10 meters for all types of workshops and warehouses, five meters for the room of the guard.
The setback must not be less than five meters from all sides of the plot’s borders, except the place designated for collecting garbage containers and the guard’s room and its facilities, which may be attached to one of the facades.
