KD 5,000 fine for setting up campsite without approval

KUWAIT CITY, Nov 14: Director of the Public Relations Department and official spokesperson for Kuwait Municipality Mohammad Sandan revealed that an integrated plan has been developed by the administration, which pays great attention to raising awareness among visitors to the camping sites approved by the municipality to reduce violations of seasonal camping regulations. He explained that the municipality has completed the preparation of comprehensive regulations for the camping season, in collaboration with the Municipal Council. These regulations aim to organize the camping process effectively and include stringent fines for non-compliance.

However, the implementation of these regulations is pending official approval from the Minister of State for Municipal Affairs. The electronic reservation system for spring camps will be launched on the municipality’s official website at exactly midnight on Thursday, November 15. Through this system, individuals and companies will be able to apply for camping licenses, with sites allocated based on the priority of reservation for registered applicants.

Wildlife
The new regulations impose fines ranging from KD 3,000 to KD 5,000 for anyone who sets up a spring camp or conducts activities at designated seasonal camping sites without obtaining a license from the municipality. It also applies to individuals who set up camps outside the authorized camping period, which begins tomorrow according to the Environmental Protection Law, or those who acquire a license through fraudulent means. Violations also include camping or engaging in activities outside the specified area, limits, and period set by the municipality, as well as using or training with firearms of any kind at the campsite. The regulations also focus on preserving the natural environment and protecting wildlife, prohibiting the establishment of permanent structures made from construction materials, and banning the creation of earthen barriers or any harmful fences to demarcate camp locations.

Furthermore, the regulations prohibit activities such as digging trenches, excavating soil, and transporting earth across the site. It also forbids the use of construction materials like asphalt, cement, or other harmful substances to level or modify the campsite, as well as the use of heavy machinery and equipment for soil leveling when present at campsites. The new regulations prohibit the dumping, burning, or burying of any type of waste in the wild environment. Licensees are required to dispose of waste only in designated areas and must remove it at the times specified by the municipality. The regulation also forbids activities such as grazing, hunting, or disturbing wildlife within camping sites. Furthermore, the regulations mandate that all waste generated during the spring camp or associated activities must be removed at the end of the camping season or upon the expiry of the license. The campsite must be restored to its original condition as it was when the license was granted.
