KUWAIT CITY, Dec 26: The Municipal Council opened its eleventh regular session of the second term yesterday with a speech by the Vice President of the Municipal Council Khaled Al-Mutairi. He congratulated and pledged allegiance to the current Amir of the country Sheikh Meshal Al-Ahmad on assuming the reins of the government, and called on Allah to help him be the best successor to the best predecessor.

Also, members Munira Al-Amir and Farah Al-Roumi paid tribute to the late Amir Sheikh Nawaf Al-Ahmad, and offered congratulations, accompanied by a pledge of allegiance, to the Amir of the country His Highness Sheikh Meshal Al-Ahmad. They wished His Highness success in leading the Kuwait ship towards a prosperous future in his new era. During the session, the Municipal Council approved a draft ministerial decision regarding regulation for the cultivation of state-owned squares adjacent to private and model residential homes.

One of the most prominent amendments was the approval of clause 10 in Article Four that the height of the green fence must be a maximum of two meters on all sides of the area. It also allowed the placement of temporary tents within the area licensed for planting purposes following the regulations and conditions stipulated. A new clause has been set that stipulates the exemption of Kuwaiti citizens with special needs from the regulations stated in clause 10 of Article 4, and for the individual cases to be decided by the Municipal Council’s Agriculture Committee.

As per the penalties specified in Article 11, anyone who violates the provisions of these regulations shall be imposed a fine ranging between KD 100 dinars and KD 1,000. The violator is obligated to return things to what they were at his own expense. The violators of the provisions of Article 1 will be fined between KD 500 and KD 1,000, and they return things to what they were, at their own expense. In a related context, the Director General of Kuwait Municipality, Saud Al-Dabbous said the regulations for cosmetic planting are compatible with the rest of the regulations approved by the municipality, especially the building and canopy regulations. He said the aim of the decision to amend the cosmetic planting regulations was to upgrade them to match the rest of the relevant regulations, especially since they are old and have not been amended for several years.

In response to the comment of a member of the Municipal Council Sharifa Al Shalfan who criticized the decision and claimed that the new amendments to the cosmetic planting regulations entail legitimizing infringement on state property, Al Dabbous explained that the cosmetic planting regulation is in line with the country’s fourth structural plan and does not contradict it. The Municipal Council also gave the final approval for the reorganization of part of Qibla Blocks 4 and 7 in Kuwait City, regarding which a decision was issued by the Municipal Council on 7/4/2022.

It approved the proposal of member Munira Al-Amir regarding replacing the current street vendors system completely and referred it to the upcoming meeting for discussion and decision on the matter. It also approved another proposal by Eng. Al-Amir regarding establishing a mechanism to resolve disputes between citizens and contracting and construction companies. The Municipal Council approved two requests from the Ministry of Awqaf and Islamic Affairs – the first is to change the location for the construction of a mosque with allocated parking in Dajeej, South of Farwaniya, and the second to allocate a plot for the construction of a mosque within the site of the General Authority for the Holy Qur’an, Sunnah and its Sciences in South Surra. It also approved requests from the Ministry of Electricity and Water to allocate a site for building a transformer station in Jabriya Block 12, and to allocate a site for building the main transformer station in Doha to serve the Entertainment City project. The Municipal Council approved the request of the Public Authority for Investment to allocate a path for the rainwater drainage network line to serve the site of the main building of the authority in Sharq. It also approved the proposal of member Fahd Al-Abduljader regarding the design and construction of a pedestrian bridge in Salhiya on Fahd Al-Salem Street.

The Municipal Council was informed about the objection of the Minister of State for Municipal Affairs and the Minister of State for Communication Affairs Fahad Al-Shoula to the Municipal Council’s decision to name 11 new residential areas under the pretext that there was no committee to take part in the process assigned by the executive institutions.

Meanwhile, member Fahd Al-Abduljader said, “I am surprised by the Municipality Minister’s objection to the naming decision. Logically, all of Kuwait is aware that the Municipal Council holds meetings and workshops regarding the naming of areas and cities. Why was the municipality not informed by the executive branch about the necessity of having the committee and then the designations are discussed?” A representative of Minister Al-Shoula disclosed that the committee has already been formed and it includes representatives of several relevant official institutions, adding that the committee will revise the names given to the new residential areas soon.

The Municipal Council was informed about the approval of the Council of Ministers, in its meeting held on November 27, 2023, of the objection of Al-Shoula to the Municipal Council’s decision to approve the proposal submitted by member Alia Al-Farisi regarding the cleaning contracts of the Capital Governorate. It was also informed about the Cabinet’s objection to Al-Shaula’s approval of the proposal submitted by Chairman of the Municipal Council Abdullah Al-Mahri regarding the establishment of a walkway for the people of Qadisiya opposite Blocks 1, 4, and 7 on the Moroccan Highway side. It stated that the distance between the walkway and the neighboring houses should not be less than 20 meters. The Municipal Council agreed to refer to the Public Authority for Agricultural Affairs and Fish Resources the question submitted by member Sharifa Al-Shalfan regarding the names and locations of the parks affiliated with the municipality.
