KUWAIT CITY, July 7: The Ministry of Interior emphasized the importance of adhering to the guidelines established during the coordination meeting with Hussainiyas supervisors. These guidelines stipulate that only one external banner or flag, without slogans, is permitted on Hussainiyas. The placement of banners or flags on private homes is strictly prohibited.
The General Department of Security Relations and Media clarified that this restriction applies specifically to banners and flags on Hussainiyas, reiterating the necessity of compliance with the rule of one external banner or flag without any slogans.
The ministry urged everyone to follow the instructions from the coordination meeting and cooperate with security forces to ensure public safety.
Key measures include:
Prohibition of tents or kiosks outside Husseiniyas Restriction on raising any flags or banners except for the State of Kuwait flag, and only one banner without any slogans is allowed on the Husseiniya.
Ban on organizing any marches. These directives follow a coordination meeting between the Ministry of Interior and Husseiniya supervisors, reinforced by recommendations from a recent Cabinet meeting.
Enforcement and Immediate Removal of Violations
The General Department of Security Relations and Media at the Ministry of Interior has affirmed that any violations will be promptly addressed. Security personnel will be present within Husseiniyas to manage traffic and ensure safety. Volunteers are strictly prohibited from engaging in organizational activities outside Husseiniya premises, including directing traffic or arranging visitor seating in external areas.
Recent Actions and Compliance
In recent days, Kuwait Municipality’s removal teams have dismantled several kiosks outside Husseiniyas in the Governorates of Hawalli, Ahmadi, and the Capital. According to Al-Jarida, the number of removed booths and tents did not exceed five, indicating a high level of compliance among Husseiniya owners.
Comprehensive Security Plan
The Ministry of Interior, under directives from high-level officials including the First Deputy Prime Minister and the Minister of Interior and Defense, has developed a robust security plan.
This plan involves:
Setting up security points around Husseiniyas and places of worship.
Deploying personnel from various security sectors, including Traffic and Operations, Public Security, Criminal Security, State Security, and Special Security Forces. Ensuring cooperation with the General Fire Force to maintain order and facilitate traffic flow during ceremonies.
Ongoing Inspections by Kuwait Municipality
Municipal teams continue to conduct intensive inspections to detect and remove any unauthorized structures on state property across all governorates. This includes building violations, unauthorized fencing, and illegal land seizures. These measures aim to ensure the safety and orderliness of Muharram observances while maintaining respect for public property and adhering to national regulations.
