Seasonal camps draft ‘framework’ gets Council nod

KUWAIT CITY, Nov 11: The Municipal Council, headed by Abdullah Al-Mahri, held its regular session on Monday; during which it approved the draft regulation on seasonal camps, consisting of 23 articles, for implementation in the next camping season (2025/2026).

The following are the amendments:

Deletion of the word ‘spring’ from the title to become ‘Seasonal Camps Regulation’;

License festivals, events, concerts, and artistic evenings;

Open a new door for the owners of small and medium enterprises (SMEs) by allowing those in the restaurants and cafés business to set up camps to sell their products at the camping sites, provided the number of camps allocated for them does not exceed 10 percent within a single camping site;

Revise the licensing fees for cooperative societies, government agencies, and the like -- KD 100 nonrefundable for the license and KD200 deposit;

Add an article on the rental of their camps;

Allow the owners of SMEs to set up camps at a fee of KD500 for every 1,000 square meters, and set up an area measuring five percent of the total licensed area to include commercial and recreational activities within the site boundaries;

License power generator sites at a fee of KD1,000 per month;

Fines should not be less than KD100 and not more than KD5,000.

The council also approved the following:
Proposal of member Munira Al-Amir regarding the introduction of a schedule in the regulation for organizing construction works that include the requirements and specifications for the installation of solar panels in government and private sites and buildings;
Request of the Ministry of Foreign Affairs to transfer the affiliation of the regional center building for NATO and the Istanbul Cooperation Initiative in West Mishref Diplomatic Area from the Secretariat General of the Council of Ministers to the ministry;
Request of the Public Authority for Roads and Transportation (PART) to allocate surface parking spaces in Siddiq, Block Two;
Request of the Ministry of Electricity, Water and Renewable Energy to allocate part of the main transformer station in Salam, Block Two for the administrative building of the Condensers Department;
