Suspension increases number of posts

KUWAIT CITY, Dec 30: At a time when the vacant leadership positions in a number of government agencies are numbering in dozens, informed sources say the test for appointing leaders is still pending since the start of the COVID-19 crisis, and it is expected that the test will be activated again from January to fill the vacancies, reports Al-Qabas daily. They explained that the suspension of the test, which is a condition for appointment, increased the number of vacant positions. It was stopped about a year ago, due to the disruption of work and vacations.

Also, it was not possible to find halls for holding workshops and testing. Its activation requires a decision from the Council of Ministers. The mechanism for holding the test is through nomination of three names by the minister to the Civil Service Council.

After voting, the council chooses one of them to be tested after undergoing a training course. If he passes the test, his name will be presented to the Cabinet by the concerned minister for approval.

However, passing the test does not mean appointment. In the last tests that were held, a number of candidates for some positions sat for them. Some of them passed the test with acceptance, but the order for their appointment depends on the concerned minister submitting the name to the Council of Ministers for approval. In the event that the minister of the authority changes, he may nominate a new name for the position, and thus another test will be held.
