KUWAIT CITY, Dec 12: The Board of Directors of the Central Agency for Public Tenders (CAPT) reportedly held its last four meetings, without the presence of representatives from the Fatwa and Legislation Department of the Council of Ministers, thus raising the legality of decisions taken during the meetings, reports Al-Rai daily.

Well-informed sources told the daily CAPT had earlier requested the concerned authority to appoint new Fatwa representatives in place of those whose term of work has ended two years ago but there has been a delay in this area. Asked about the veracity of the decisions taken by the Board of Directors of the Authority during the meetings that the fatwa representative did not attend,” the sources pointed to “The absence of an original head of the Tender Board for more than two years, and the failure to appoint new members to replace those whose terms have expired or those who have resigned which could affect the integrity of the validity of decisions, given that there is a shortage in the number of members specified in the Tender Law to give an opinion and vote on decisions.”
