KUWAIT CITY, July 26: Kuwait’s National Assembly Wednesday agreed on amending some provisions of the Law No. 14 of 1973 on establishing the constitutional court. The amendments, winning 58 votes against one, stipulate that in “all cases the constitutional court may not consider the decrees on dissolving the National Assembly and the call for elections after the result is declared. The court, however, would rule on appeals regarding the MPs election within 30 days after the end of the plea period, according to the amendments.
The modifications also immunize the National Assembly after the voting process and organize the appeals’ time and rule on the two decrees: dissolving the parliament and the call for election separately. Earlier in the day, Minister of Justice and Minister of State for Housing Affairs Faleh Al-Rguba said the Kuwaiti government supports amendments. During a regular National Assembly session, the minister lauded efforts of the head and members of the parliamentary legal and legislative affairs committee in preparing its report on this matter.
This amendment may end the measures and appeals submitted over the last years, he said. In other news, the Constitutional Court on Wednesday overruled all appeals presented against the National Assembly elections in 2023 held on June 6. The tribunal had set July 26 as the date to rule in the case of the nine challenges against the elections. Meanwhile, National Assembly Speaker Ahmad Al-Sadoun started on Wednesday, the Parliament’s complementary session to look into the day’s agenda.
The Parliament will continue discussing the Amiri Decree in the first regular session of the 17th legislative term (2023-2027). MPs kicked off today’s agenda by asking for dedicating two hours to discuss the “strategic alternative,” control of the increase in product prices, as well as the criteria in appointments of senior positions. Other topics on the table include forming interim committees regarding solutions for problems suffered by the population in Sabah Al-Ahmad, Al- Wafra, Ali Sabah Al-Salem and Al-Khairan, as well as cybersecurity and artificial intelligence.
The National Assembly during its Wednesday’s follow-up session agreed to refer the Amiri Address that marked inauguration of the first regular session of the 17th legislative term to the parliamentary Amiri Speech commission The referred Amiri Address included MPs remarks. Its submission is a prelude to presenting a report in this respect to the assembly. The Amiri Address marked the inauguration on June 20. Minister of Social, Family and Childhood Affairs, Sheikh Feras Al-Sabah, highlighted Wednesday the government’s keenness on supporting the cooperative sector in the country. The Minister, while speaking during the complementary session, affirmed the social affairs ministry’s full cooperation with the parliament members to further develop this sector. (KUNA)
